what is the difference between the stock blower top and the self proclaimed lgr blower top, is it higher phyisically or milled out inside?
 
Usually both. It can be anywhere from 3/4" to 1.5" higher (thus the name "raised top"), and they are usually ported out and refigured for better air flow on the inside as well.
 
The top of the SC is the outlet and it forces the air to make a fairly dramatic turn. On top of that, the neck of the top only is open about 50%.

Larger tops allow for better control of air flow by smoothing the transition and then allow the neck to be opened up allowing higher air flow rates.
