SC's....are they supposed to heat up quick?

Noticed running the SC in traffic or waiting at a drive-thru the car gets hot really quick. Was wondering about our cars and if they usually run like this?
 
The cheap fixes are the radiator cap and the Coolant Temperature Sensor ( plugs into the top fron passenger side of the intake manifold.
