Fuel pump?

On my '95 3.8 NA when I start it I some times get a motor spin like the "coil" wire is out. I turn the key off, try again and some times again and then it starts.
I have remote start and it happens with it so we can rule out the ignition switch. If I get low pressure at the fuel rail how do I know if it's the pump or the regulator?

If you want to know, use a pair of hose crimping pliers to close the return line off. Attach a fuel pressure gauge to the shrader valve on the rail and turn the key on with out starting the engine. Pressure should go up to around 30-40 psi. If you jump the terminal at the test port, the pump will go up to 100+ psi. If it does hold the pressure, then it is the regulator. If it doesn't hold pressure, it could be a bad pump or a leak in the line. Mine was leaking at the pulse damper in the tank. Pressure should hold for about 5-7 min. after the pump is de-energized.
