Fuel Injectors

My 91 SC has been in the shop for quite some time now getting an engine rebuild. The mechanic got everything back together, and the car won't start. After some analysis he found that the fuel injectors are stuck in the full open position. So when he tries to start the car the engine gets flooded and it won't start. Everything worked fine in the line of starting the car when I took it in. He tried putting in a computer from another SC that he had on the lot to see if that was the problem but nothing changed. Any ideas on what could be keeping the fuel injectors wide open??? Thank you for yuour help.
