The output hose always has the thermostat mounted in it.

If the thermostat is at the inlet to the engine (which is the same as the outlet from the radiator), then coolant cannot be pushed out of the outlet from the engine into the inlet to the radiator as the radiator is full and its outlet is closed by the thermostat.
