throttle body question

so uim pulling out my tb to change the tp and the iace and clean the back side and check around cuz im curious. can someone please explain to me why on gods green earth for put a coolant tube throught the bottom of the tb. i can imagine this was designed to cool the coolant down. it seems that the intake air must be too cold and it needs to pass by a tube thats about 180 degrees. does this have any affect on the car is this another intercooler return tube by exhaust manifold mystery (aka attempt to give mustangs the edge)???
 
It was put there because ford engineers thought it could freeze up in the winter. If you do a search in the threads, new tbirds didn't have this.
