90 SC Coolant Fan not coming on--Please HELP

My 1990 SC coolant fan will not come on unless I unplug the sensor connector that sticks straight up behind DIS Module. The fan motor works because I can run it straight off the battery. Additionally, no test light response from the EEC(mounted little Black box in front of the air box) when the above mentioned sensor connector is pluged in. when connector is disconnected test light light on the ground side and both plus sides. Additionally , I understand the fan works with the AC unit but my AC unit/compressor does not come when I turn the AC on. Also, neither does the AC light come on (on the dash) when the head lights are on but the Heater side does light with the head light switch on. Whats going on with that aren't they connected to one unit or did Ford separate it/them?

Please Help----I need a fan and I need AC

The black box infront the air box is the ircm, it turns the fan on and appears to be working fine. Try replacing the coolant temperature sensor, cause thats what it sounds like to me.
