What to do....?

Okay, I'm trying to figure out which short block I should have machined. I bought a .020 over motor from a guy and found some rings in bad shape, on one of the pistons the oil ring was jammed in between the cylinder and the piston out of the ring land. I also found a couple of smoked bearings and one broken in half which left some scores in the crank.

However I didnt know if it would be cheaper/better to re-hone this .020over motor to relieve scratches and have the crank macined or to bore my block out of my car 0.020 over and have the crank macined in that. The motor I bought from the guy is already decked.
