"Server Busy" message

I've been getting a lot of "Server busy" messages from vBulletin lately. Oddly, when I get these it doesn't show very many people are online. Is it a bunch of non-registered browsers keeping things so busy?

Is there anything we can do to help this? I know this runs on MySQL, perhaps it needs to be optimized a bit.

I was the only user on the list. The server this is on must be a 386SX 16MHz.

I went with a revised my.cnf configuration file today, let's see how this one works.
