hard starting...only engine warm

theres my question, first start up in the morning no problem...say i run it for ten minutes and turn it off, then try to crank.....nope just long hard cranks
To actually get it started i have to press the throttle while cranking and finally it will fire.
so is this a bad fuel pump....clogged filter? i just changed the filter.
