chapter in hawaii?

is there a way to start a chapter in hawaii? could you let me know so i can get it started asap. i recently organized an all ford cruise in hawaii and it went well the only thing is that there werent enough birds. we only had two including me. so if i could start a chapter out here it would be nice thanks and hope to hear from you soon.
