Car idles higher than I'd like it to, but its not an IAC problem.

Ever since I've owned this thing, it has idled much higher than it should. Probably around 850rpm or so. Its really annoying because the car will practically maintain its speed for a good while after you let off the gas, so you can imagine what traffic is like.

It has nothing to do with the IAC because I've already had it go out and I replaced it. The car had the same problem before that anyways.

It pulls about 15-16 vacuum in gear and about 21 in park. I think it has something to do with the TPS or the throttle body butterfly. Would it be safe to toy around with the butterfly and then adjust the TPS? I'm familiar with doing that but I just read that it isn't a good idea to adjust the butterfly.

Also, I noticed that if I rev it in park, the idle will lower down to about 2000rpm or so and hang there for 2 or 3 seconds, then slowly come back down to normal. It's pretty lame because I know it should return to normal instead of seraching. Just wondering if that is related.
