No it is not a C&L.

It is a pro flow meter.

I'm not sure how much of a difference it makes. When I replaced my MAF I did a lot of other things at the same time so it's hard for me to say. Some manufactures claim a 12-15HP increase for a 73mm over stock but you can't go by their numbers.
