When is it not safe to install a cam

At what miles would you say is bad to put a cam in. Hypathetically.........everything being stock, not that there would be a gain. When would the mileage make a differance if it does.

Now lets say all stock with a set of matching heads and cam.
 
New valvetrain with the cam... anytime.

Old valvetrain... don't know when a good window disappears. Anything over 100k I would think may become scary.
 
So as long as the heads have been cleaned up with a mild P&P this would be ok? The valves and springs are the same. Would the springs need to be changed due to valve float.

The springs don't need to be changed BECAUSE of the valve float. However if you are floating the valves, you a stronger spring to PREVENT the float.

You can also install a shim under valve spring, to increase load value.
If your on a budget build.If the cam lift is not huge.
