Does this part need O-ring or other gasket? (See pictures..)
What this part actually does? Some sort of overflow or filler valve??

And another question, previous owner installed new drier kit (drier & hose I assume..) is this new drier already dead because part in pictures was not installed at that time?

The part in the picture is a pressure "blow-off" valve. It is there to protect the system in the event the pressure gets too high (typically from overheating). Wrapping the threads with teflon tape will seal it just fine (or use some thread sealer in a tube).
Is the fitting for the valve on the manifold sealed with some sort of plug? If the fitting is open to the atmosphere, the accumulator/dryer will be absorbing a lot of moisture. You may be able to put the system under vacuum and boil it off (if it hasn't been open for too long)...
