not 100% here, could be making this up

but they might be there to straighten out air flow...like to keep turbulance down???

maybe...why go through the trouble of removing them?
 
I saw one on eBay with the fins machined off it a while ago and was unsure whether or not it makes a difference.

I am sure they are suppose to be there. I removed the center one. It may have been a bad thing but why divide the flow in the center instead of forcing it into the center. I could have been on something when I thought that but hey, I removed the center one.
 
Here is a good anaolgy of what is happening to the air inside the top without the diffusers. Go flush your toilet and watch the water go down. See all the swirling going on and the empty area in the middle? That empty space has no volume or density to it. Now, take a top that has diffusers in it to straighten the air and you end up with a higher charge in the same size cavity. That is a real layman explanation
