Advancing timing?

I'm dropping a rebuilt engine into my '90 SC, and I have been told that I should advance my timing. Granted I am learning about this engine as I go along, I have no clue whether I want to do this or not, or how to go about it if I did want to. I know that I want my car to be faster, but I don't want to endanger this new engine --for which I barely scraped the money-- by doing something that I really shouldn't. Can someone please explain this topic for me, and make any suggestions or comments?

Without an EEC tuner (It is a board that piggy backs the EEC so that with a laptop you can change parameters in the computer) you can't advance the timing unless you move the crank sensor, I really doubt that is something you want to do, unless you like replacing engines.
