valve cover is this normal

i just recieved a new valve cover for drivers side,but i noticed that on 1 of the five holes that hold it on ,actually looks like a washer stuck on the bottom of the valve cover,where the gasket goes.doesnt look like it will seal because its not flush like the the others when you mount the gasket.is this normal

That is probably a left-over of a previous gasket. Those metal washer like things are supposed to prevent you from squishing out the gasket if you over-torque the bolts. It should just scrape off of there and then you use a whole new gasket.
