Excessive HC & CO% at idle

Just put motor back together and went to smog. Got this:

At idle HC = 1113, limit = 220
At idle CO% = 2.09, limit = 1.20

The cam is a Dr. Fred Stage II.
All ignition componenets new.
Idle low though at 674.
Pretty lumpy at idle.

Would cam cause this? Would oil being burned in cylinders cause for high HC or unburnt fuel only?

The car needs to idle at 850rpm min for idle test. I would suggest running the car a little more and putting it on a dyno to check AFR before attempting emissions testing. The car should have no trouble with emissions testing once it's sorted out.
