Speed sensitive hot or ground wire for IC fan???

I am trying to figure out if there is any wire (ground or hot) that is on\off based on speed.

I've installed an IC fan and only want it to come on while I'm around town, say under 45mph or so.
If not I'll hook it to a rocker switch but thought the speed sensitive wire would be better if it exists.
 
I thought the low speed fan wire was temperature sensitive, making the fan run at a lower speed than when the car is warmer or the AC is on.

What you want is a normally closed relay. That way by default the fan is on. Then tie that relay into something that trips at high speed. The valve used for the power steering is too complex for just tapping into. I believe it's a frequency modulation valve, not just on off.

Personally, I'd just use a switch. With a stock IC, the IC fan really only helps when you are trying to cool down and won't help much if at all while under boost and driving.
