for a 93 sc, when the ignition is turned on is the fan supposed to be spinning?

when the car is turned on is the fan supposed to be spinning?
 
All depends on how it was wired up?

Some folks have it come on automatically with ignition on, others put switches on them, and others even use thermostatic contollers.
