I believe that is a mustang cobra spoiler and the car pictured was Rich Thomson of MN12performance.com's car.

Yeah that's a 1995-1998 Mustang Cobra Spoiler

You may want to check with poiler Depot, 800-588-7005, S.W. 129th Terrance, Miami, Florida 33176.
I just ordered a Cobra wing from them, with the led lights, this one is close to it, but not aCobra, kind of looks like a Honda, or Lexus, or just go up on the internet and browse the spoiler sales companies. I guess you could even look for the owners e-mail address.
