Helppp!! No Start

I have a 1990 Thunderbird SC 5 speed. The car ran fine one day it was pretty cold out and i started it up and it wouldnt stay started unless i rev'd it up. once it reached a NORM temperature it would stay running. I then drove it into my backyard out of the driveway to store it. I tired to start it 2 days later and smoke was comming from the bottom of the car. that ended up being a huge short in the constant power wire to the starter. it melted the wire in half. I replaced that, no other wires were harmed. My car does still not start i bought an Engine code reader it gives me a code of 21. and 24. Can anyone helpo??
