Simultaneously installing engine front cover with camshaft synchronizer?

When I removed the engine front cover to replace a leaky gasket on my 94 SC, the camshaft synchronizer came off as part of the cover. My question is, “Should I install the new synchronizer simultaneously with the cover, or do I wait until the cover is on and sealed before I install and adjust the new camshaft synchronizer? I’m inclined to think that I have to wait until the cover is on due to the many helpful threads I have seen on installing and adjusting the synchronizer.

Remove cam sensor syncro stalk and reinstall separate from the timing cover. See link below for instructions on installing the stalk.
