Front License plate

Ok so I had to register my car here in NY state and they give me 2 plates. I have lived in FL for the last 4 years. Now are there any alternatives to drilling two holes in my front bumper for putting the front plate on? Right now I have it sitting on my dash so it can be seen through the windshield and would like to keep it there, but have heard that cops arent too forgiving about this. Any suggestions?

U know there is a stock plate bracket it goes right over the SC in ur front bumper--looks a little better than just a plate
think thats ur only option--unfortunately
there are still 2 screws and 2 push clips on the bracket though
its better than gettin pulled over for something like that

Yea I figured I am going to have to put 2 holes in. Guys at the shop who did the safety inspection said the same thing. Is the stock license plate holder something I have to get from ford? I dont have the SC on my front bumper. I think that was a 91 and prior thing.
