speedo and rearend gear question

First off its a 1994 automatic SC, which is supposed to be goverened around 125mph. I installed 373s in the rear, with the speedo off because of the gear change I maxed out my speedo (145mph). Now with the correct speedo gear in there it seems like my car is governed at around 120mph. With the stock gears I never hit the limiter. My question is that how fast does the eec think the car is going, does it go by the speedo or what? because if it goes by the speedo then how come it let me go to 145mph which the speedo thought I was going but I truely wasn't.
 
No its not inside the tranny, its outside the tranny.
The sensor just plugs into the same hole in the tailhousing that a reg speedo cable plugs into. The speedo drive gear is on the end of the sensor.
The gear is inside the tranny but the sensor itself is not.

I was close, Only one letter off, accidently hit the wrong key???? Yeah that's it.. Heck they are right next to eachother on the keyboard.. :D :p
