High idle, sometimes.

This is my problem, some times it remains at high idle, between 1500 and 2500 rpm.
It is not a vacume leak.
It is not the IAC as when it is unplugged the idle drops to where the motor will stall.
I beleave that the ECT signal to the EEC is the issue for some reasion. I have musured the sensor and it is showing the correct resistance but the voltage being fed back to the EEC is all wrong when it is ideling high, but correct when idleing normal.
So i guess my questions are......
what may be cusing this issue??
Is signal return ground ment to be ground or floating as a different value??
I have done a quick check of the wireing and it all seems to be ok.
Next i will be spraying all the conectors to see if it might be a bad connection on one of the plugs.
Is there anyting else to check??
