    Looks like this is how it is suppose to work, this appears to be the inertial type where there must be hard deceleration or impact to lock the retractor. My 1993 Lincoln towncar appears to behave the same way.

    On my 1990 model, my seatbelts appear to work fine as far as moving front to back when the doors are open and shut. The seatbelt lamp remains lit at all times, even when all four driver and passenger lap and shoulder belts are fastened. The passenger side lapbelt release button kinda sticks...
