Headlight Low \ High beams

Hey all,
I have a question regarding headlights on my 89 LX. When i have the high beams is it just the high beam bulb and not the low beams along with them? Had some rewiring work done on the headlights and when the high beams are on the lows are on with them as well. plus when my lows are on the blue headlight in the dash is on as well. im thinking the wiring is not done correct but would like to verify the order for hight and low beams.

The only time that both the low & high beam bulb should be on at same time is when you're using the "FLASH TO PASS" feature-pulling signal switch stock back towards you. Someone must have tied the high beam circuit into the low beam circuit somewhere which is why the blue indicator is on with low beam. I've never seen the "flash to pass" relay stick or the multi function switch short & cause what your describing , but it's possible I guess?
